All emergency services are on Federall Payroll.

Terrorism: Who Benefits?
Who benefits from terrorism - especially in the United States? Who would be so insensitive to allow terrorists to proceed in their work of destruction? Only if we have an understanding that there are traitors to our "Republican" form of government that want to change it to make it more comfortable to merge with Russia [communism] in a one-world-government through the United Nations, can we begin to realize WHO benefits from terrorism!

Let's look at a little history to lay the ground work. From the February 2000 Idaho Observer, we found this article: "Martial law is coming - one city at a time" by Don Harkins. "City councils all across the country are passing emergency powers ordinances - all of which are nearly identical in form and content. The ordinances empower the nation's unelected city administrators [city managers] to take complete control of town functions during a declared state of emergency. The ordinances also turn municipal emergency administrations into agents of the federal government in the event of a declared state of national emergency.

"The Idaho Observer became aware of this serious threat to our way of life in the winter of 1998; by the time we printed `Has your city adopted this emergency ordinance' [April 1999], the problem had become much worse.

"While most sovereignty-conscious Americans are awaiting some overt sign that will signal the commencement of a brave new age of global socialism, the infrastructure for our collective enslavement is quietly being laid, city by city, all across this still sleeping nation.

"We believe that almost every city council in America has adopted such sweeping emergency powers or is seriously considering granting themselves those powers. The replace-ment of elected government officials WITH unelected administrators is metropolitan government. Metropolitan government was exposed in the late 1950s by Jo Hindman in publications entitled Terrible 1313, Terrible 1313 Re-visited, The Metrocrats and Blame It on Metro and by Joe Spenner in the early 1990s in his publication Rockefeller Regionalism: The Shadow Behind Oregon's LCDC. This unconstitutional form of government is being implemented all over the country - particularly in the nation's more densely populated areas such as Chicago, New York, Los Angeles, Portland and Seattle.

"Metro is pitched to citizens as a way to reduce taxes by streamlining government services in overlapping city, state, and county jurisdictions. Unwitting citizens then vote to provide for the hiring of `expert professionals' to eliminate costly redundancies in government services. Once in office, these unelected `experts' begin exercising ever-increasing amounts of policy-making power over an ever-widening spectrum of municipal activity.

"The TRUE PURPOSE of metropolitan govern-ment, as stated by its architects, is to REPLACE ELECTED OFFICIALS who are answerable to the citizen at the voting booth with hired professionals who are answerable only to those few people in a community who are able to use their power and influence to secure the appointment of preferred professionals.

"According to several municipal emergency powers ordinances, the city manager, upon assumption of emergency powers in a declared state of emergency, is empowered to shut down utilities, close stores, barricade streets, declare curfews, ration food and other necessary functions and mobilize police agencies and soldiers. The non-elected city manager will also be the point man to interface with federal agencies such as the Federal Emergency Management Agency [FEMA].

"In a declared state of national emergency, FEMA has been granted, through legislation and executive orders such as EO 12919, the power to take control of and administrate crises on a national level.

"FEMA will dictate the activities of your emergency-empowered administrator and will allocate emergency funding to your community based upon its level of cooperation with federal agencies. The groundwork for the military occupation of America is being laid by our [federal and] local leaders."

Metro 13, which is the program just discussed, was created at the Rockefeller's Chicago University years ago and has been creeping into being unnoticed by the average American. WHY did we start this publication with the inform-ation that America's cities are being transformed into federalized cities? SOMEONE MUST BENEFIT FROM THIS PROGRAM! The ones who will benefit will be those that are seeking absolute control over all cities. Anthrax perfectly matches Army spores, sources say: Investigation of Congress' mail turns toward five sites - Washington Post - WASHINGTON - Genetic fing-erprinting studies indicate that the anthrax spores mailed to Capitol Hill are identical to stocks of the deadly bacteria maintained by the Army since 1980, according to scientists familiar with the most recent tests.

Although many laboratories have the Ames strain of anthrax involved in this bioterrorist attack, only five laboratories have been found to have spores with perfect genetic matches to those in the Senate letters, the scientists said. And all those labs can trace back their samples to a single military source: the U.S. Army Medical Research Institute of Infectious Disease, or USAMRIID, at Fort Detrick, Md.

In addition to Fort Detrick, the labs are the Dugway Proving Ground military research facility in Utah; a British military lab called Porton Down; and microbial depositories at Louisiana State University and Northern Arizona University.

The FBI's investigation into the anthrax attacks is increasingly focusing on whether federal bioweapons research programs, including one conducted by the CIA, might have been the source of the deadly anthrax powder sent through the mail, according to sources with know-ledge of the probe. The results of the genetic tests strengthen that possibility. The FBI is focusing on a contractor that worked with the CIA, one source said.

But it remains unknown which lab might have lost control of the material that apparently ended up in terrorist [Editor: or others] hands. Dugway is also the only facility known in recent years to have processed anthrax spores into the powdery form that is most easily inhaled..."

Why were FEMA Search and Rescue Teams sent to New York City the night BEFORE the attacks occurred? New York, NY (October 28, 2001) - "In the weeks since September 11, the `terrorist attacks' upon New York City and Washington have begun to smell... The stench of government involvement, government foreknowledge and cover-up is filling the air. As various people go back to the audio and video of the days immediately after September 11, we are finding more evidence that this whole incident is not what it seems.

"Nowhere is this more evident than in remarks made by Tom Kennedy, a member of the Federal Emergency Management Agency [FEMA] `National Urban Search and Rescue Team,' during an interview on national TV with CBS News anchor Dan Rather.

"During the interview, Mr. Kennedy let slip a frightening truth. FEMA sent the Urban Search and Rescue Team to New York City the night before the attacks occurred!!! Mr. Kennedy told Dan Rather, `We're currently one of the first teams that was deployed to support the City of New York in this disaster. We arrived on late Monday night and went right into action on Tuesday morning.' ...

"This seems to offer proof, directly from the mouth of a U.S. Government Official, that the Government knew an attack was going to happen. THEY ALLOWED IT TO HAPPEN...

"They [terrorist acts] have been called `an act of war' by none less than the President of the United States. It appears various officials of our own Government have committed Constitutionally-defined Treason [for allowing these terrorist acts to occur when they knew in advance and did nothing to stop them]. On the basis of Mr. Kennedy's statement alone, there is probable cause to have a vast number of Government Officials taken into custody, charged, tried, and if convicted, executed [Hal Turner's opinion].

"Did the CIA Know? An Executive Director at the CIA named A. `Buzzy' Krongard formerly worked for the Bankers Trust in the banks top `Executive Services Group' catering to the richest of the rich. Bankers Trust was purchased by the Deutsch Bank. In 1999, Mr. Krongard left Deutsch Bank for his present high-level job in the CIA.

"In the days immediately BEFORE September 11, a number of very unusual stock trades were made in the two airplanes that were used in the attacks: American and United Airlines; and in two Securities Firms who had major offices in the World Trade Center: Morgan Stanley Dean Witter and Merril Lynch. The trades involved the purchase of enormous "Put" options, which allow the option buyer to earn profits in the event the value of a stock goes down. Many of these trades were handled through - Deutsch Bank - the place where Buzzy Krongard worked prior to becoming Executive Director of the CIA. Coincidence? I don't think... (continued...)

I know that prior to Federal controll, Pittsburgh and the aforementioned cities are abiding by federal guidelines.
Apparently this is mandatory, prior to federal takeover, at Bankruptcy.

Remember Tom Ridge is a "friend" of the Bush dynasty, was Govenor here for 10 years. ( Pa.) Ridge was hired by bush to be Homeland-Security Director.

Parish president blasts FEMA over temporary homes

Programming Note: St. Bernard Parish president Henry Rodriguez takes CNN's Alina Cho on a tour of where he says FEMA should put trailers for Katrina victims, American Morning, Wednesday, 6 a.m. ET.

(CNN) -- More than three months after thousands of people lost their homes in Hurricane Katrina, local and federal officials are trading blame over the slow delivery of trailer housing.

"We got a serious situation in St. Bernard Parish," its president, Henry "Junior" Rodriguez, told CNN on Tuesday.

"We got people living in tents and automobiles. We got people living in barns. We got people living in their houses -- in tents," he said on "American Morning."

"This is the beginning of winter. This is unacceptable."

Tuesday morning, it was 41 degrees in New Orleans.

A site with 50 to 55 trailers is operational, Rodriguez said, and another may be able to handle 45 trailers within a couple days. But the 100 or so trailers fall far short of the 12,000 trailers needed for the number of people estimated to return home, he added.

Adding to Rodriguez's frustration is the fact that 1,400 trailers are sitting unused in St. Bernard Parish. The parish ordered them from a private contractor days after the hurricane hit on August 29, but the Federal Emergency Management Agency has not agreed to pay for them.

There are also more than 5,000 FEMA mobile homes in Arkansas sitting unused, CNN has learned.

FEMA responded Tuesday, telling CNN it is ready to deliver 125,000 trailers to the area but that parish officials "still have to identify places to put them."

The agency said that St. Bernard Parish "has identified 1,000 sites for trailers ... 500 of them have already been installed, and the rest are in the works."

"It is understandable that the process can be frustrating, given that basic services, including electricity, were just recently restored," FEMA's statement read.

"While most of the housing stock in St. Bernard's was decimated by Katrina, several options exist to ensure that people have a safe, warm place to stay."

The dispute over the trailers is the latest in a long line of bitter battles between local, state and federal officials over who bears responsibility for a breakdown in services that left people stranded, homeless and sometimes dying in the wake of the storm.

St. Bernard Homeland Security Chief Larry Ingargiola said he calls FEMA representatives three to four times a day and cannot persuade the agency to move faster in paying for the trailers. "If they don't pay for the trailers, I can't put the trailers out," he said.

Rodriguez said he and other parish officials identified 6,500 trailers, each at a price $1,500 less than what FEMA is paying for trailers of the same type. Another list he provided had 4,500 trailers that are $3,000 cheaper than what FEMA pays, Rodriguez said. And FEMA hasn't talked with the contractor in charge of the cheaper trailers, Rodriguez added.

Meanwhile Jim Maguire, the private contractor whose unused trailers haven't been paid for, told CNN that they can't stay in St. Bernard forever.

Returnees pitch tents
A couple from St. Bernard, Wayne and Charlene Conrad, have decided not to wait any longer and bought a tent to pitch in what is left of their living room. A couple of longtime friends have pitched a tent there, too.

"You call, and you call, and you call, and you call -- and it's busy," said Charlene Conrad. "And finally when somebody does answer, it's a recording. You gotta push this button. I don't know what to do. All we ask is to get a trailer."

A FEMA spokeswoman in Washington said the agency is not to blame. "So far, FEMA has provided rental assistance for more than 500,000 families and housed more than 40,000 in travel trailers," Nicol Andrews said.

On Monday a federal judge in New Orleans extended until February 7 a FEMA deadline on Katrina evacuees to leave hotels. Judge Stanwood Duval's temporary restraining order prevented FEMA from ending on January 7 the program that pays for evacuees' hotel rooms. (Full story)

His ruling skewered the agency's actions concerning the program, describing them "notoriously erratic and bumbling."
