Clinton hammered away Thursday on Republicans to pass education packages advocated by Democrats. The White House wants $1.75 billion to hire more teachers in public schools and reduce class sizes, and another $1 billion for teacher training. The White House also wants to underwrite school construction bonds at the local level for 6,000 schools. That measure would cost $8 billion over 5 years.

Republicans have agreed to boost education spending, but want the money to go directly to states for education priorities states set. Democrats want the federal government to dole out the funds. "They support block grants with no accountability to ensure that a single teacher will be hired or a single classroom fixed," Gephardt said. "The time has come to stop these delays, stop the foot-dragging, stop the obfuscating."

But Republicans said today they support education funding, but not control from Washington.

"Improving education is one of our top priorities," Oklahoma Republican and Conference Chairman Rep. J.C. Watts said. "However, the education debate is not about money. It is about federal versus local control of schools and our children's future. The Republican Congress simply differs with Democrats on who should control our children's education: Washington or parents and teachers."

Republicans and Democrats are also sparred Thursday over how or whether to fund school construction. The plan advocated by Democrats would require the Davis-Bacon act to apply to the construction. That law requires federal projects to pay "prevailing" wage rates which almost always means union rates. Democrats said the federal funding for school construction means the law applies. Republicans said Democrats are simply insisting on an education bill that benefits unions.

Republicans also said that Davis-Bacon will increase the overall cost of school construction. "It is what they are trying to do as part of an end-game," House Ways & Means spokesperson Greg Crist said.

Labor unions have donated $12 million to politicians during the 2000 election cycle, according to the nonprofit Center for Responsive Politics. Of that money, 98 percent has gone to Democrats.

Let me get this out of the way as an EXCUSE in your way.

My view of the most recent Supreme Court case involving Affirmative Action is that this program should only be temporary and CORRECTIVE in nature. I was actually glad that O'Conner and Ginsberg put a 25 year vista on the program.

On another message board at the time of the ruling a suggested that the BLACK COMMUNITY use this 25 year reference to peg our efforts at SCHOOL REFORM so that our DEPENDENCY on Affirmative Action would subside.

Specifically to your question if AA were put up to a ballot initiative I would make comments during the pre-election debates that would take place with the same line of reasoning as I am making now. I would tell of the imporants for the Black community to invest in REAL reform and then YES, making such an effort as a condition of us letting go of AA. I would vote to repeal it.

Unfortunately with the "Glass Half Full" messages coming from the so-called "Black Leadership" the demise of AA would be seen as the demise of the Black College student rather than them putting forth messages that are more DIRECTIVE in nature to Black Parents, Black students and the communities that they live within.

With regard to government contracting I can see that governments have a greater need to insure more broadbased participation in contracting. I would prefer to see smaller contracts let so that more firms can bid. I would rather see as some counties in Florida have - vendor certification programs in which minority vendors are provided with training on what the county expects. A fixed number of firms are certified each year and the bids go out to these firms. Failing these initatives working yes I would support AA in government contracting.

WASHINGTON (AP) -- Supreme Court nominee John Roberts criticized state-level efforts to battle sex discrimination, calling programs aimed at promoting affirmative action and comparable pay "highly objectionable" while working as a Reagan administration lawyer.



** Now from that first paragraph alone....it kinda sums up this cat's mentality...but the bigger mystery..is why would a BLACK person align themselves with people os this ilk....when the LIMITED bans on AA has resulted in declining black college enrollment, professional inclusion in some sectors and decreases in govt't contracting and reduction of the 8(a) program that fostered MANY black businesses that contracted in the defense sector, many for multi-millions....now if that shit is not black independence, self-empowerment and all that self-suffciency bullschit the blk con epouses, tell me what the fuck is the logic in killing things like that which have attained THOSE kinds of measurable results without offering any type of alternative.......or even saying why the resultant numbers that decreased from pass AA figures, is something that was supposed to happen, or what made this necessary all of a sudden in THIS point in history......and why should blacks en masse support them on their bullschit lackey mission.....a person who cannot answer basic questions in a straightforward, relevant manner know they are full of schit.....they just really believe in their heads that they can convince others that they are not full of schit and making a valid argument.....but they are not....at all..but they are simply amazing.....

Cherie Ransom struggled to find work after Bethlehem Steel went bust in 2001, zapping her accounting job near Buffalo during the recession.

Ransom moved home to Virginia, but full-time permanent jobs were elusive, and some employers said she was overqualified. Ransom started a bookkeeping service from her Virginia Beach home, focusing on small-business customers.


Now, Ransom, 35, says she has enough work to consider hiring her first employee. "I was so busy last year, it was crazy," she says.


Her business is one of about 375,000 started by African-Americans from 1997 to 2002, new Census data show. That was surprising growth, given that African-Americans trailed Asians and Hispanics five years before, the last time the Census tracked the numbers.


The 45% jump in black-owned firms, to 1.2 million, was the highest growth rate among the largest minority groups, the Census says.


Virtually all that growth among black-owned companies was in mom-and-pop firms, often started at home. Annual revenue averaged $21,000. Few had paid employees.


Other minority groups also owed big gains primarily to growth in tiny start-ups. There are "clearly challenges ahead" in creating a sizable number of big minority-owned companies with multimillion-dollar revenues, says Betsy Zeidman, an expert on new markets at the Milken Institute, a think tank in Santa Monica, Calif.


Economists will spend years debating why black business ownership grew so much. The figures might be revised as the Census analyzes them further. Yet, clues emerge in government labor statistics and in interviews with new black entrepreneurs:


"¢Job losses. Compared with other groups, a bigger share of African-Americans lost jobs from 2001 to 2002 after the recession. That forced some laid-off workers to start companies.


Black employment fell 0.9%, vs. a 0.4% loss for whites, a USA TODAY analysis of Bureau of Labor Statistics data show. Asian-American employment rose 0.6%. Employment among Hispanics, who can be of any race, jumped 2.5% as their population swelled.


Ransom, hunting work in Virginia Beach, got a list of newly opened small companies from a chamber of commerce. She blanketed them with flyers advertising her skills and asking if they had a bookkeeper. A trickle of phone calls led to a handful of clients. Ransom supplemented her income with a part-time temporary accounting job. She now has four clients and several others she handles on an occasional basis. That's enough to support herself and spur a possible move to commercial office space. Adding an employee would land her in the more select group of African-American businesses, the nearly 95,000 with paid workers.


"¢Lower start-up costs. Technology boomed as the Internet took off and PCs and cell phones got more powerful and less expensive.


Lenders targeted more niche markets, including minority business owners. EBay and other Web sites made it a snap to buy second-hand goods cheap.


Near Cleveland, Ted Jordan spent $6,000 buying PCs and other gear for his two companies, a corporate computer trainer and a kids' computer camp. "Computers come so cheap," he says.


Jordan, 45, and his wife, Greer, 40, had dreamed of self-employment. The chance came in 1998 when his last employer, Sun Microsystems, wanted him to take a job he didn't like. "I said, 'Maybe this is the time.' "


North of Chicago, Robert Smith, 31, started a public-relations firm in 1998 from his kitchen table to advise companies chasing minority customers, especially African-Americans and Hispanics.


He first used computers at the public library, opening free e-mail accounts. Next, he bought used PCs for $450, then added a cell phone and a $700 photocopier.


He started Robert Smith & Associates in Rockton, Ill., when he couldn't find a job in his field, paralegal work. He began a child-support collection agency in 1996. While promoting that, he discovered he had a gift for publicity. "I was bitten by the bug," he says.

Smith expects at least $500,000 in revenue this year.

Pipeline to big business

The rise in African-American entrepreneurship comes as big companies and government agencies beef up supplier networks with more minority-owned companies.

In the auto industry, for example, "There is no American car made that does not have parts made by African-American-owned businesses," says Earl Graves Sr., founder of Black Enterprise magazine and a DaimlerChrysler board member. He says incoming Chrysler CEO Thomas LaSorda "is a proponent of doing business with African-Americans in particular and minorities in general."

As more corporate customers do business with minority start-ups, Zeidman says, the firms and their owners prosper. "They become more a part of the mainstream. It's creating opportunity," she says.

Let me clarify my point. Rather than 100% Compliance, having all Blacks to follow the course I am focusing on putting an equation in people's minds and having them to CHOOSE THEIR COURSE OF ACTION.

IF you want a TRANSFORMATION into THIS FORM (better healthcare, jobs and education)

this is what you will have to commit to.

FIRST is putting for the message that IT IS POSSIBLE to achieve these things by our own collective methods. [B]Let us drop the Civil Rights LINE which says "THE WHITE MAN HAS THIS STANDARD, WE ARE BELOW THE STANDARD, WE ARE BEING SCREWED". This only has us to LOOK OUTWARD, having the government to bring us UP TO this American standard rather than having the Black Community to build the infrastructure that will PRODUCE SUCH A STANDARD, regardless of where you are located (in America, in Kenya, in Haiti).

While we have had INDIVIDUALS who have used their strength of mind and character to achieve a certain end, we need to build COMMUNITY BASED CONSTRUCTS to have more of the masses to work within to achieve more broadbased transformation.

It doesn't take a rocket scientist to see that White Americans used business commerce to achieve development of their collective and wealth creation rather than having issolated individual efforts.

Marcus Garvey used the power of an organization to achieve similar goals but was thwarted by the powers that be at the time.

It seems to me that if you turn the message around from what we hear today - and we being to tell folks who demand change WHAT THEY MUST GIVE UP and WHAT THEY MUST DO in order to achieve this TRANSFORMED STATE that we will get the UNITY OF PURPOSE that is being sought but managed ineffectively.

People must be made to see that their time spent doing XYZ is a THREAT to what they need to be doing to move ahead in the context of the collective. Have people value their own time more and they will achieve the greater self worth and self confidence that is so often talked about but OUTSOURCED to others to insill in them.

We are in need of a VALUE STATEMENT for Black America and not just more Angry Rhetoric targeting our external enemies hoping that we will unify behind this message of RESENTMENT.

RESENTMENT does not serve as the basis of a sustainable movement
more conceptual lip service that speaks from a hopeful premise without anything tangible to show how your way of thinking can attain at least those same goals you blkCONS worked to reduce...your solution is always for black people to defer all of the resources of this country to white people......and let them enjoy the fruits of this country alone......and I guess your reference to black mediocrity is personal based on YOUR own experiences.....because you imply it on behalf of others but you are the only one who keeps making that reference......so I guess that is how you see black people...period.....I know damn well I benefitted from AA..in the manner Condi did...and even she had to admit it...despite how much she tries to posture as a white man....and I guess since she was a professor at standford she was the epitome of black mediocrity also.....since a racist society could not conceive on its on a young black lady could be that caliber of a student....now she is secretary of state....as a direct AA beneficiary she still had to study and make the grade....like many other blacks who have studied at varying levels....now if you can tell me how AA fostered mediocrity on her part....I will accept being mediocre my damn self...despite contemplating a second doctorate or law degree......you see how fucking stupid you come across with the bullschit you imply?
