What is the best approach towards progression in the black community

What is the best approach to black progression, external or internal? What I mean by an external is more or less a savior approach. Meaning we have either a national role model figure, or we appoint role models in the communities, to provide positive influences and conscious thought to the children; via after-school programs, or municipal mandatoray seminar-like programs that are interactive. With this approach, the focus is on letting the community heal itself through an influx of progressive thinkers that have above average leadership qualities. It is hoped that over time, the disease of cultural stagnation, through poor decision making will be healed through conscious thought.

The Internal approach is what I like to call a police approach. This is more or less where vigilante's go on a witch-hunt, and attempt to uproot all of the negative images or influences, i.e. "gangsta" rappers, gang members, drug dealers, strippers, prostitutes, dead-beat dads, etc; via stronger neighborhood watch programs, and holding seminars that give people a wealth of information on who to contact if they suspect anyone of either of the afformentioned crimes. These programs would have to be intense, in order to restructure a culture who views "snitching" as taboo. With this approach, the focus is basically on "plucking out the eye" so that the whole body isn't condemned. It is hoped that overtime, we don't have to cut off another limb, or body part for the sake of the body; that maybe losing a limb or body part is a deterrent.

Can we somehow do both? I personally don't think we can do both because, although both approaches have the same ends, the means IMHO contradict each other. So if you think we can do both... Please explain.
