It's not only South Carolina. Things like this keep happening all over this country. In this particular case, it does seem to be the medical team who are at fault, not the jail, if the jail really notified the medical team [who, by the way, are probably a private company contracted by the State]. So incompetence, biases, and gross negligence are what Americans have to look forward to in this day and age and future of Privatization of America in all facets of life, even down to detention...
