I think it is strategy, psycholog, to offer the project as a national effort. However, it is something that we, African American-Americans, need...NEED, to make sure gets done. Therefore, the 34MM of us should come up with the $6 per capita to raise the $200MM. Keeping the invitation open will assure that those who are not African American-American, who are inclined to conrribute, can feel included as their desire directs. When I was small, straightening combs were used for holidays, the rest of the times I wore two to three braids. They're obsolete now, more or less.
