Not public education, quality education through the siphoning off of funds by private schools. Of course it is the logical chain of events. The issue includes transferring money from public, non-profit entities to private, for-profit entities. Private entities compete with other private entities and their incentive to be the best is profit . To that end they are empowered to make student admission decisions that public schools cannot make.

The reason could be perceived self-interest (profit for example) or it could be due to a racial inferiority complex.
