Second, most schools are built with a combination of local, state, and federal funding hence your assumption that building schools somehow reduces per student funding does not necessarily apply. I don't think so. An example of restitution that was ordered by the federal government was the payment of money to black farmers who were actively discriminated against in getting loans to save their farms. The judgement was for the Department of Agriculture to pay the farmers. As of last the judgement against the Department of Agriculture has not been paid in full.
