This was one of the first things I posted about years ago when I came onto African America.org. This is nothing new. As a matter of fact, they've been doing it since the 1990's and ramped up their efforts after 2001. However they still needed warrants to do it and bullied ISPs into turning over their records. Imagine what they are doing today. I'm telling you because I used to do this very watching.
