I'm from the MD area, educated in DC[Georgetown U], returned to DC after grad school and have found that black women are the least approachable women of the all. Many DC black men agree with me on this. Not really. Having dated women with children and known them I think it is wise for a person to keep the parenting and relationship separate until it is clear that the relationship will be for the long haul. The main concern is for the child. If the single parent continues to introduce people to the child as a "potential" parent and the relationship ends as they can and do, it could have an impact on the child. It seems to me that any example of progress can be use as an arguement that racism is dead, and we now live in a color-blind society. I see such arguements being made all the time right now, against Afirmative Action or whatever, even without a penny of reparations being made. Of course, some people would add reperations to their long list of reasons that they already have. There's nothing special about a supposed backlash resulting from reperations. Every step forward does that.
