The problem isn't that he doesn't say it. The problem is that he doesn't say it in the way you want him to. Paul lived 2000 years ago in an entirely different culture and had as his objective the survival of believers in Christ. You cannot demand that he speak as a twenty-first century American (or even as a nineteenth-century Northerner).
