I couldn't find out why it would allow Haiti. I've reread twice. Maybe I'm missing something or my eyes keep jumping the reason. But I know the reason. Haiti has been social black balled since winning the war and its independence from the French. Massa don't like that. As why Haiti has been a poor island ever since....including with the separation of Dominican Republic-which is on the SAME island. Massa is STILL embarrassed that a tiny little bitty Island defeated them and ran them off the...

If you read the book "serpent and the rainbow" or rent the movie of the same name, you will discover that that powder they are talking about is used in surgery to put patients in a coma-like state. This powder was used or still being used in Haiti and other underdeveloped countries as a way to create zombies i.e. people who succumb to the effects of this chemical[from a puffer fish], It deadens the live nerves in the pain causing people unable to care for themselves. Well ... uncharacteristically for them ... this whole current political discussion about "immigration reform" is not just about what to do about the 10-15 million (mostly Hispanic) illegal immigrants that are currently residing in the U.S. The Congress is actually trying to come up with a comprehensive immigration policy that can be the "law of the land" when it comes to what to do and how to govern and regulate immigration. Part of me feels insulted that this Immigration legislation does not include Haitian immigrants, but part of me knows that it was the Latinos that go out and did all the work, protesting, negotiation, and Voting that would bring about such legislation. Also, Latinos are in such great number in this country compared to Haitian immigrants, and volume means something in America (sometimes). As I've stated a while ago, some years ago, the East Coast has an immigration problem where whites get in few questions asked. This has caused an increase in Russian and Albanian gangs and organized crime. This mess is never addressed when discussing immigration. African descended illegal immigrants almost always get turned out or their status is cut short as soon as their home countries become 'stable'. Now look at what has happened in Boston. I told you all so.
