The question, respectfully, seems moot. The city was/is covered in water so whatever shelters there might have been would seem to also have been damaged. With that as context, it seems that the dome and conference center - sites that can hold large numbers of people - would be the next logical places.

Despite this warning there will be some people without the means to leave they city and will need help.
What was NOT accounted for is the large number of people who said "I have heard it all before. I'm not leaving". Even today you have people showing up to be rescued in placed that had been previously thought to have been vacated.
You are poor. You have little to no money. You do not own a car. Your family may all be in the vicinity.
Within a 24 hour period, where are you going to do?
How are you goint to get there?

The president had the ability to have troops and resources there overnight. He chose, for whatever reason, not to do so. If that had been in Dallas, TX or Westchester, NY or Miami, FL or even Washington, DC do you really think it would have taken this long to mobilize help?
