A better idea would to make HBCUs tuition free, we are the people that need jobs anyway and only way to get that is to waste your life away in an institution that only gives you debt and hope. At least we'll get rid the debt part and HBCUs could be saved.
I like that too but you are wrong about most jobs require a 4 year degree. If you simply get certified in Microsoft or various database utilities, there is a long list of certifications that can get you in the door. How about certified in VoIP, voice over internet protocol network, I have one with AllWorks. I was thinking starting a VoIP telephone network company. that can take you somewhere. Its a great idea, you might check it out for yourself, its low overhead and you can offer many telecom services and you can work it from home. I decided I don't need the headache, LOL
There are a lot of jobs that do not require a 4 year degree, AC and Heat, Electrical work, plumbing work, heavy machine, construction work, engine repair, plenty of 2 year technical degrees, web developers, much of the IT stuff is really about being able to learn and execute. But what do I know i'm not looking but its really about mastering what you want to do.
