There is nothing in the Constitution or the Bill of Rights or any of the other Amendments that says anything about a "right" to vote. The ability to be able to vote was pretty much automatically given to rich, White landowners, and through time as been expanded to include almost all U.S. citizens ... but nothing says that U.S. citizens have a right to vote.
Most of the Amendments dealing with voting are there to secure and protect the ability of those who are entitled/eligible to vote to do so without problems due to race or sex. But no clause or amendment states that any of us have a "right" to do so!
